Usually not. Town of Frederick water, which serves homes east of I-25, is Colorado-Big Thompson snowmelt treated at the Carter Lake Filter Plant, and the plant reports it as soft, about 2 grains per gallon. If someone pushes a water softener to "protect your water heater," ask for a test first. Homes west of I-25 are on Left Hand Water District, and private wells can be very different.
You do. St. Vrain Sanitation District makes the homeowner responsible for the whole service line, all the way to the district main. In older parts of Frederick, many of those lines are clay tile that tree roots love to break into.
